Thank you for attending this afternoon's meeting.I'm Safraj Raja, outgoing chairman of the council, and I'm supported by my vice chairman,
John Chova.
A warm welcome to Countess Howe, the Lord Lieutenant of Buckinghamshire, Henry Alderman,
and the members of public in attendance and watching online.
As this is my last meeting as chairman,
I'd like to place on record my thanks to all members, staff,
for the support over the 12 months they've given me.
It has been an eventful, challenging year and I would like to take this opportunity
to acknowledge the hard work and dedication of those who have supported me throughout
my time on the Council.
Over the course of this period I have had the privilege of serving as Chairman of Buckinghamshire
Council, I have the honour of appointing several former councillors as honorary
aldermen, as well as presenting a number of Chairman's Awards to well -deserving
recipients. Throughout it all, I have experienced moments of both joy and
sorrow, including loss of a few dear friends whose souls I pray may rest in
During my time, particularly in full council meetings, I have endeavoured to make proceedings
more efficient.
While the last full council meeting ran longer than anticipated, the matters we were discussing
were of great importance and certainly warranted thorough consideration.
I also have had privilege of meeting many remarkable individuals and organisations during
my term.
As councillors we are committed to serving our communities.
We often face significant challenges.
It is important to remember that we are two individuals with responsibilities and personal
lives.
We are husbands, wives, fathers and mothers.
Like everyone else, we are affected by illness
and by events that unfold around us.
At times, the weight of these responsibilities
and the pressures we face can take a toll.
Yet, despite these challenges, we will rise each day,
determined to do the best we can for our communities we serve.
It is essential for the public to understand that we are not immune from the life's struggles.
Nevertheless, we remain steadfast in our commitment to our duties.
We persevere, not because it's easy, but because we recognise the profound impact of our work and the lives we touch.
I would also like to express my gratitude to group leaders,
Councillor Stephen Broadbent, Councillor Susan Morgan,
Councillor Stuart Wilson and Councillor Cameron Anderson
for their support and for the informative discussions we shared in our group leader meetings.
I'm especially grateful to those who have stepped up when needed,
including my Vice -Chairman John Chova, Past -Chairman Dev Dillon,
Andre Alderman, Patricia Burdley and Richard Scott.
My appreciation also extends to all my colleagues across the Council,
including Lisa Marie Williams, Glenn Watson,
and the Governance Team and Member Service Team,
with special thanks to Rachel Mosley,
the Chairman Support Officer.
And now for the incoming Chairman and Vice -Chairman.

And finally, I'd like to extend my sincere thanks

Firstly, I would like to thank our outgoing chairman for his year of service.
He has held the chairman's role with dignity, presence, and the command of the chamber,
and I am very grateful for his help and support over the past year.

Next, I must thank the officers who have helped and supported us over the past year.
Glenn and Leslie have worked tirelessly to ensure that the council meetings run smoothly and efficiently,

in the registration service for citizenship ceremonies.
I'm very grateful to them all.
And I would also like to thank my proposer and seconder,

So it's the greatest honour and privilege of my life to have been elected chairman of
the council. I've had a great love of the county of Buckinghamshire all my life. I grew
They're up in the far south of the county,
and for the last 22 years have lived in the far north,
in the little village between Winslow and Buckingham.
So I would like to think that I am familiar
with the whole county, north, south, and in between.
Now it gives me great pleasure to propose
a thoroughly deserved vote of thanks
to the outgoing chairman, Councillor Sarfra's Raja,
and to present him with his past chairman's badge.

6 Chairman's Announcements
and I must start. It is with the great sad, greatest sadness that I have to
report on the recent passing of Ken Ross, MBE Deputy Lieutenant of the County. Ken
was chairman of Buckinghamshire County Council from 1994 to 2001, first elected
as member for the Chipping Wickham ward in 1981 and then for Flacwell Heath in
1985 until standing down. In 2010 Ken was made an honorary alderman, one of the
first to be appointed to the new Buckinghamshire County Council scheme to
honour ex -councillors. Ken was appointed as a deputy lieutenant in June 2001,
retiring in 2009 and was awarded an MBE in 2015 for public and voluntary
services in High Wycombe. On behalf of Council, I send our thoughts and
condolences to Ken's family and friends. Notification of the funeral should have
been received by members this afternoon.
And as chairman of the council, I'm proud to read a brief note which we've received
on behalf of Ken's daughter. My father, Kenneth Ross, was many things to many
people, a husband, a father, a neighbour, a friend.
Among the roles he held in his life,
few gave him greater pride or demanded more of him
than his seven years as chairman of Bucks County Council.
He came to that position not for recognition,
but out of a genuine and deep belief
that local government matters, that the decisions made
in rooms like this one ripple outwards into real lives,
into the streets of Flackewell Heath,
into the communities across this county.
He understood perhaps better than most
that public service is not a title, it is a calling.
Those of you who knew him will remember a man
who brought fairness to the chair.
Political life is rarely without disagreement,
that is its nature, and he accepted that.
But what set him apart was his willingness to listen,
to those who shared his views
and equally to those who did not.
He believed that good decisions come from honest debate,
and he gave every voice in this chamber
the respect it deserved.
To those of you who never had the privilege of meeting him,
and I know there are many here today,
You will honour him simply by being present, by continuing the work, by caring and wanting to serve Bucks.
He believed in local government with his whole heart.
Please can members now be upstanding while we observe a minute's silence in memory of Ken.

I have a few more announcements I would like to make.
The first is to, on behalf of the Council, pay thanks to Sarah Ashmead, who is attending her final Council meeting prior to leaving in June.
As the former leader of the council who worked closely with Sarah, I would like to invite
Councillor Martin Tech to say some words.
Mr Chairman, thank you very much indeed for giving me this opportunity and I can see Sarah
sitting over there.
Sarah and I have shared many meetings together, sitting opposite each other, so for me this
is actually quite a sad day, frankly.

There's no saying that all good things must come to an end.And having Sarah has been a very, very good thing for this council.
It's probably the council who's known Sarah the longest.
And I look at Nick Namm, you point out to the same time as me.
So I think we're probably the two survivors from that era.
I was a far younger but equally handsome councillor in those days.
But probably the first officer I actually had anything to do with was Sarah.
In those days, she worked for a senior officer called Jerry
Bachelor, who I remember well.
You were based over in the old county offices,
just opposite in Walton Street.
She worked in the policy, performance,
and communications team in those days.
And I remember they used to have some good parties, actually,
at Christmas as well down there.
Over the next 15 years, I saw Sarah rise
through the organisation.
She became director of strategy and policy
at a time when all of local government was experiencing very significant challenges and
changes and her advice and input was absolutely essential during that period.
Subsequently she rose to become firstly assistant chief executive at the former county council,
then director of resources, which sounds like a strange move and I well remember the reason
why you did that but I won't go into that in public here.
And finally, Deputy Chief Executive in the County Council.
Through all this time, her reputation grew
not just within the County Council,
but within local government.
And she became very much a go -to person
across local government, from other councils,
and indeed within the local government association.
A real demonstration of Sarah's unique abilities
came, I think, when firstly we had the move towards unitary,
where she was very instrumental, swiftly followed by the challenges of COVID,
which of course we had the lockdown nine days before this council was due to become live.
She played a key role in COVID in husbanding and marshalling all of the resources
of the new Buckinghamshire Council to support our residents during that period.
A real challenge and a real achievement.
Following the invasion of Ukraine, she also led our support for some of our most vulnerable residents,
being instrumental in setting up the Helping Hands initiative and actually recommending the logo,
which I think still stands actually. It's a very good logo.
Sarah has loyally supported not just one but two chief executives over that period,
now I guess three chief executives, and three council leaders.
In her role as monitoring officer,
because she wasn't just deputy chief executive,
she was also the legal role of monitoring officer,
which has a statutory role in local government.
She has been absolutely exemplary
in terms of being impartial and trusted
across all the political groups,
and always putting the best interests
of Buckinghamshire Council, its members,
and most importantly, its residents, absolutely first.
Sarah, I know you're going to be very much missed, not just by me but by everybody across
this council and indeed many of its former members, many of whom are here today.
I think quite frankly in my view you are irreplaceable.
I'm very sorry to see you go.
You leave very big shoes, which will be very challenging to be filled after you've gone.
And on a personal basis, can I just say what an absolute pleasure it has been to work with
you over most of that 20 years.
You are an absolute exemplar of everything that is best in local government and I wish
you all the very best in, I'm going to say your retirement, but I'm sure you'll keep
a little interest in local government going forward as well.

Thank you very much.
Sarah is the consumer professional and I stand here and it was great to hear from Martin
just then, but I stand there on behalf of us all, on behalf of all the group leaders,

and I'm sure everyone in the Chamber, present and past, to say a big thank you to Sarah.She has worked here for all the years Martin's just outlined in a way that many people won't
have seen. And it's, I think, to Sarah's credit, she didn't, this is my word, want
any fuss today, but we cannot let such a dedicated public servant as this leave this county,
without expressing our extreme gratitude to you.
So you've held a number of roles here,
and Martin just outlined some of those,
and without exception,
you've excelled in each and every one of them.
Your success is born by being a very effective
strategic thinker, being flexible and pragmatic,
and remaining steadfast in the goals that have been set
by both the politics and the political leadership
and the needs of the organisation and its residents,
and you execute those plans with urgency and resolve.
When our previous CEO departed, Rachel Shimin,
you stepped up to fill the role of the interim CEO.
And that was done absolutely without any murmur of dissent
or contradiction from both members and officers.
And if nothing else, that shows the high regard
in which you've been held by those you work with and those who obviously you serve alongside.
You didn't simply hold the range during that period though, it was a period in my first
year of leadership here, but you worked with me and others to make sure that interim period
was smooth, it ran well and we still made progress for the county while it was positive
and I thank you for doing so.
People will realise that you departing Buckingham's Council is a loss to this organisation, to
the county and to its residents, but we say a fond farewell as you go on to the next chapter
of your life, with collective gratitude and great appreciation for the many years of service
that you've done.
So on behalf of all of us, well done, thank you and all the very best for the future.

Now, I would like to take this opportunity
as part of my chairman's updates to share the details
of the two charities which I'm intending to support
as chairman over the coming year.
And both have close links to our county.
The first is the RAF Benevolent Fund.
I feel strongly that we should show respect,
appreciation, and support for our military veterans
who have been willing to put their lives
on the line for our nation.
We are fortunate and privileged to have not one,
but two RAF bases in the county at High Wycombe and Halton.
My father was at RAF Halton during the war,
so I have a personal connexion.
Air Vice Marshal Chris Elliott,
who is one of His Majesty's deputy lieutenants
for the county and the former head of station
at RAF Halton, is currently the chief executive of the fund,
and she was very pleased when I shared
this proposal with her.
And the second charity I'm intending to support is the Alina Orchestra, which brings the joy and pleasure of music into the community across Buckinghamshire and Milton Keynes,
through performances in venues such as care homes and libraries, and through their mobile transport known as the Band in a Van.
Their mission is to use music and its related benefits to promote well -being and to support those members of the community who are most disadvantaged.
Now all I have to do is organise some fundraising events for these wonderful charities and I hope that you will do everything you can to support and promote them.
And further details will be announced in due course.
I'd also like to take this opportunity to highlight some of the events I shall be attending on behalf of the Council in the near future.
There are two this weekend. On Saturday I shall be attending the High Wycombe Mayor Making and Historic Weighing In ceremony.
I have agreed to be weighed myself and I just hope the Chair survives.
Then on Sunday I shall be attending the Bucks Scouts Carnival Camp at Penn
House Estate, kindly hosted by the Earl and Countess Howe. Looking further ahead
we have the Aylesbury Mayor's inauguration on the 29th of May, the
Proud of Bucks award ceremony on the 1st of June, and the Armed Forces flag
raising ceremony in both Aylesbury and High Wycombe on the 22nd of June, and I
and I hope as many of you as possible will attend.
That's the end of my chairman's update.
7 Report from Leader of the Council
We move on to the next item of the agenda,
which is the report of the leader of the council.
So please could I invite the leader of the council,
Councillor Stephen Broadbent, to announce his cabinet
for the forthcoming year.

Yes, thank you.
Hello everyone, and as you will see in the pack,
it outlines in the Constitution the honour that bestows upon me to be able to verbally
announce the Cabinet for the forthcoming year. And you will notice as a result that the seats
and the tables at the front are awaiting the arrival of those people. It's a year since
we're into this new Council term and I appointed a strong team last year. In order to do that
I was ably supported by two deputies.
And the first of those is Peter Stracken,
who holds the planning portfolio
and the deputy leader position.
And I've asked Peter Stracken,
given the great work he's doing,
leading our development and ahead of the local plan
to continue in that role.
And so cabinet member for planning and deputy leader
is Councillor Peter Stracken.
And while Peter makes his way forward, second deputy leader and cabinet member for transport
last year was Councillor Thomas Broome, who likewise has been steadfast in stewarding

our fantastic and now increased roads programme, delivering those over 200 capital programmesand getting many potholes fixed as we go.
But beyond that, his influence around the council
has been exemplary and therefore I've asked Thomas
to carry on as deputy leader and cabinet member
for transport, Councillor Thomas Brew.

Third, we never get very far and we'll talk about this later on a following item on the
agenda, we come to money and we have a cabinet member for finances and resources who has
really got to grips with that portfolio in the last year and was instrumental in making
sure that we were able to pass during the year the balanced budget for the three -year
MTFP ahead, despite the challenges of rising demand and reduction in funding by the government.
Therefore, I've asked Robert Carrington to continue in his role as cabinet member for
resources.

Maybe the opposite end of the alphabet, but no less important, is the work done in the housing portfolio.
And this year we have made great strides forward with our work with registered providers and in the housing world of work.
and is a man who is still celebrating the news last night of Arsenal winning Premier League.
Enough said, but I've asked Mark Wynne, Councillor Mark Wynne to please
continue in his role as cabinet member for Housing and Regulatory Services.
In our communities, it's so important as we'll talk about later in the report,
communities across Buckinghamshire are varied,
and of course we all represent them in this chamber.
But the work that's undergone in the communities
and beyond that, after I put parking and parking enforcement
into that portfolio, and we have, you know,
with new parking enforcement to come on the 1st of June,
it's only right that Councillor Steve Bowles continues
to make sure that enhanced enforcement carries on
and the work into our communities means that we build a better, more harmonious Buckinghamshire.
So, Councillor Steve Bowles, Cabinet Member for Communities.
APPLAUSE
Cabinet Member for Health and Wellbeing is a very, very important role,
given the vital aspect of the services that that provides to our residents.
It's the biggest spending area of the Council,
It's the one that people often come to most
when they're in the greatest need.
And during the year, when we have had risks materialised
with provider failures and the need to really make sure
we look after the people in care and be steadfast
in looking at the future health of our residents
here in Buckinghamshire, Isabelle Darby has done
a fantastic job holding that and therefore,
it's incredibly easy to say, Isabelle,
please come and take your seat as cabinet member
for Health and Wellness.

Again, one of the biggest challenges we have and a great area of work and focus for us
and importance is the work in children's and education.
During the year, Carl Jackson picked up this portfolio and through a real commitment to
the improvement plans that we have in there
has helped us achieve an improved offset rating,
but more importantly, continue to build confidence
throughout the team and with families
about what we are doing in that portfolio.
So Carl, thank you for that,
and I ask you to please continue.

I've talked about people, I've talked about communities and of course as a county we're
incredibly proud of the culture that we have, the leisure spaces that we have and someone
who I think has visited nearly every braid of grass in our parks and almost rented out

We want to attract investment into this county, and the work that Julie Ward has done to help
do some groundwork for that needs to continue.
So I've asked her to do so.

And you will be aware that this report was updated to a new version which should have been circulated to you all this morning
in order to take account of recent changes in group memberships.
And the names on the appointments are being circulated across the chamber.
So in line with constitutional requirements, we now move to consider this report,
which requests members to note and endorse the review of proportionality
and the consequent allocation of seats on council committees to political groups,
and in doing so to give effect to the wishes of group leaders.

This is again a year after the last electionand the one I stood before you a year ago,
I said Buckingham Show and its people expect
and work to deliver for them starts now.
And what a start we have made.
It's been a year of delivery within a challenging context.
The delivery of that balanced budget
despite government funding reductions
of 44 and a half million pounds.
With rising demand for services,
we have ensured that we've maintained
weekly bin collections and that 99 .94 collection rate
I mentioned earlier on 627 ,000 bins per week.
weekly, sorry, increased investment into roads and transport,
those capital schemes, more than 10 ,000 potholes repaired
and drained and gullies cleared.
In the year, we increased spend on EHCPs,
taking a decision for an extra three million pounds
to reduce waiting times, and during the year,
we've expanded send places by over 100 new places.
You can see some of the data we have in there
in the annual report before you,
and I'll cover some more highlights shortly.
That wasn't the end of the challenges in the year.
In the year, we have had to ensure we recruit,
successfully I'm pleased to say,
a new Chief Executive Officer,
and we welcomed Zina Etheridge into that post,
and did that with cross -party support
from other group leaders.
So I'm pleased that, as I mentioned a moment ago
in my words about Sarah Ashmead,
the council continue to progress during that entire period of time.
Importantly, I promised I would give voice to Buckinghamshire on a local, regional, and national
level and we have done that. Be that from motions we've had seeking to support our farmers,
to protect our chalk streams, or even seeking a review and a change of government decisions
on business rates or the cancelation of that promised
special school for 152 pupils in Buckinghamshire.
I've made sure we've engaged through sector bodies
like the CCN, the County Council Network,
and the Local Government Association,
and engage with ministers
and the local government sector and beyond.
Ensuring that as we get to this first year
of this council term being finished,
we provide stability and leadership at this council
for the county and importantly for our residents,
putting them first.
We have a corporate plan,
and whilst this corporate plan will be reviewed,
is being reviewed and updated in the coming months,
this is the one that was covering the year just gone.
This plan has multiple data points of interest
for each section that you can see in the report,
but I wanted to pull out a few highlights
in each of those four headings.
First of all, strengthening our communities.
We have deepened and expanded the work of this council
with a voluntary and charitable sector.
We've made sure we run numerous Community Action Days
and ward partnerships and our Opportunity Bucks wards
that have touched and involved over 1 ,500 residents.
In health, we have rolled out the Health on the High Street Initiative
in High Wycombe and in Aylesbury.
And I know from the NHS that is already making early identification of people who need greater
help, health intervention in the short order and is helping signpost people to where they
can find further help and support.
And LibraryFlex, we launched LibraryFlex this year.
This increased access time for the registered users of library services to be able to use
the facilities by over 60%.
This is live, this is happening.
And then if we come to the second section, improving our environment.
We have adopted the local nature recovery strategies,
ensuring the best stewardship of our cherished natural environment,
working with landowners, farmers, and other partners to make sure
that we look after what makes Buckinghamshire special.
We've installed solar panels at Wickham Leisure Centre,
showing action of making sure we deliver infrastructure such as that when we're looking at buildings
and growing our capital estate.
We've even cut 8 .8 million squares of grass on the verges.
And importantly, when flytippers come along and try and throw their rubbish on that, we've
prosecuted 72 fixed penalty notices for flytipping, 236 for littering, and importantly, 12 full
prosecutions followed through with the courts.
We don't want the mess of fly tipping and littering
in the county, and then we will take the action needed
to keep and cherish and improve our environment.
Protecting the vulnerable.
Protecting the vulnerable is probably best shown
by that increased investment we took in year
to increase three million pound expenditure
to try and get that EHCP, Education Healthcare Plan,
backlog down to reduce the waiting times.
We're building upon all the years of the SEND improvement
programme, leading to an improved outcome in the off -stair
inspection in November.
There is more to do, but it is this cabinet, this
administration, and this council who will make sure that
we continue to deliver for the most vulnerable in our
society. And some of that is preventative.
We've taken bespoke action with residents to ensure that 93 .7 % of them can live independently
following reablement.
This is better for the residents to live in their own home for longer, better for the
communities of which they are a vital part, and better for our county.
Keeping people out of care if not needed to live well and live independently at home is
something that goes unseen but is really important to them and their outcomes.
And of course, we have looked at many ways we can boost our prosperity.
We are proud of our near 20 billion pound economy.
We launched early on in the year the economic growth plan,
aimed at boosting productivity across the county.
We've invested in skills and education.
We helped along with partners such as the Bucks College Group, we helped launch the new T -level in civil engineering.
We have separately made sure that 84 % of the skills boot camp learners, of which there are 844, have completed their courses and are closer to jobs or indeed in jobs.
And of course, although slightly outside of the year, we've continued to push the case
to give adult skills, powers to this county and we have secured that.
And something I announced at one of our last council meetings, through the direct partnership
working we have done to breathe life into the Silverstone Vision 2035, we were able
to secure 20 million pounds of investment
at the next stage of that plan from national government
to boost innovation and create more jobs
and more investment into our county.
By making sure people can see the way to work,
can earn the respect of those around them,
earn the pounds and pence to provide for their families,
it means we all benefit from shared prosperity.
And you don't need to take my words for it.
The other thing we did in the year, of course,
was have the corporate peer review.
And here we are, these are people looking at us
from the outside, an experienced cross -party,
cross -council group who say things like,
it's a well -run council with strong leadership.
It talks about the relationship of council and partners.
And that is where we go next.
We continue to deepen our partnerships,
continue to deliver for the people of Buckinghamshire.
I reminded you all last year, I said,
Buckinghamshire expects, Buckinghamshire continues
to expect, expect, there is much to do.
There remains a lot to do.
Our ambition is to realise that all the more,
but our confidence is even greater
of the bright future for Buckinghamshire,
and therefore, I commend this report to you,
Mr. Chairman, and to the Council.

It was glossy, polished, almost convincing
if you don't live in the real world, that is.
The report claims improved satisfaction with highways.
Residents would love to meet these satisfied people ideally
in an area with no potholes, if that is at all possible.
Every year we're told highways are improving,
but the only thing I can see being resurfaced here is the
narrative, different leaders, different cabinet members,
same party, same potholes.
Steve, where is the long -term costed plan to restore our roads?
Then we have over a hundred million pounds in asset sales.
You would have heard the leader at a previous council meeting when I questioned him over
transparency and the response was, but it's all gone through cabinet.
Yes, it has all gone through cabinet leader, all confidential, all behind closed doors,
all very cloak and dagger.
If the decisions you are making are so excellent, why do you treat them like classified material?
Why are they hidden from public scrutiny?
Because when the residents eventually find out, they ask questions.
But that seems to be one thing in box I hear the most.
If you think I'm wrong, then please publish the papers.
And finally, Leader, your report talks about public confidence.
Local elections made one thing clear.
Residents are tired of the same old political system.
They want transparency, not a magic act where assets vanish and scrutiny gets sown in half.
So my final question is this, what specific steps will you take this year to rebuild public trust beyond simply repeating the same old narrative?
The Liberal Democratic group will be pushing hard over the next year for the accountability that residents deserve, calmly, publicly and with far fewer secrets than your cabinet papers.

So, here I am.I've just outlined the action being taken in the year, the great steps forward the council
have taken, and yet the liberal Democrat group leader is the one sitting here saying, what
about this, what about that, all the stuff that is baked in the past.
This from a person who thinks Olney is in Buckinghamshire.
It is not.
You cannot say to me, you cannot say to me,
where is the roads programme?
Our roads programme is an increased amount of money,
more potholes fixed than ever before,
more capital schemes going in.
Something your group did not vote for
in our actual budget meeting.
So don't come talking about roads
when it's this conservative group running this council
who prioritise roads, prioritise your bin collections and prioritise the good use of
our capital money which was your other point. I've answered this question of budget scrutiny,
I've answered the question in this chamber before. The 151 officer has told you the extent
to which most of the capital programme is covered by the work that he has done. And
look at what we have done with the Queen Victoria Road site in High Wycombe, working in partnership,
not going out, not waving placards, not demanding X, Y, and Z.
What we've done instead is work with partners to bring forward a scheme that universally everyone sees will be for the benefit of WICC.
It's this cabinet under my leadership and this council that will do the right thing for residents.
So when you say, where is the public test, where is the public confidence, look at the track record,
not the narrative that you actually need to polish because it's yesterday's news.
We're getting on we're confident for the future. It's this group that will make sure
Buckinghamshire has that brighter future I mentioned a minute ago

That the resources can't be there and in a narrative of working cross -county
cross boundary on initiative scheme.
I did send to the leader a briefing note not long ago
about a very innovative scheme that will bring millions
if it goes through to Buckinghamshire.
And it's about a water transfer scheme
and it's about bringing fresh water to North Buckinghamshire
to actually be able to make sure the houses
which we're gonna have built can actually have water.
I asked the leader politely and in a cooperative way,
Does he believe we've got the resources to start to engage in that project?
Because if that project goes forward, Buckinghamshire may get money out of it,
and I think we jolly well need the money.
And it's not a criticism, it's a conversation.

If we can make a scheme work that will be
for the benefit of residents,
that will mean investment in this county,
then of course we'll do it.

saying we are a place to come and invest in
and I'll continue to do it.
And when we need partnership, we'll continue to do that too.

is the leader reassured that we have a robust local plan that will deliver for local people

I'll remind you this is the imposition of 95 ,500 homes by this governmentonto this county with absolutely no regard to need.
So I don't think anyone can ever claim that I have not been vocal
in the elements to do with the local plan.
We will come out on the regulation 19 consultation on the July the 23rd.
And so that would be the formal consultation before that plan goes to the inspector.
Along with that, we need to make sure that any growth that comes has investment into
infrastructure.
And the government and our local MPs from the governing party have been silent on that
point.
We cannot and must not have a local plan that does not have sufficient infrastructure.
We will make sure that those plans come forward.
To give you reassurance, then the local plan development continues apace and will hit the
timeline that I've just outlined, a timeline we had already set.
It's not in this report in any great detail because this report looks at the year gone
where that work has been underway as I referenced when Peter Strachan took his place.
So that will come through very quickly in July.
